Join a well-respected and leading development company operating across Saudi Arabia. As they continue to expand, they are seeking a skilled and experienced Business Development Manager or Business Development Director to join their dynamic team in Riyadh.

Job Description:

As a Business Development Manager / Director, you will play a pivotal role in identifying and pursuing new business opportunities, fostering strong relationships with key stakeholders, and driving strategic growth initiatives across the region. The ideal candidate will have a proven track record in the construction industry, with deep knowledge of the Saudi market and strong negotiation skills. This position requires a proactive leader capable of managing complex projects and delivering results in a competitive environment.

Key Responsibilities:

PPP Strategy Development & Implementation:

  • Design and implement strategies to identify and secure (PPP) opportunities.
  • Collaborate with government agencies, private sector partners, and financial institutions to create and promote PPP projects.

Market Analysis & Opportunity Identification:

  • Conduct in-depth market research to identify potential PPP projects and emerging trends in infrastructure and public services.
  • Evaluate the feasibility and risk of potential PPP projects and prioritize opportunities for the company.

Stakeholder Engagement & Relationship Management:

  • Build and maintain strong relationships with key government officials, private sector partners, and financial institutions involved in PPP projects.
  • Facilitate dialogue and negotiations between public and private sector stakeholders to ensure successful project delivery.

Proposal Development & Bid Management:

  • Lead the preparation and submission of competitive proposals for PPP projects, including technical, financial, and legal aspects.
  • Oversee the bid management process, ensuring compliance with all regulatory and contractual requirements.

Project Financing & Financial Modelling:

  • Develop financial models and structures for PPP projects, ensuring sustainable and profitable business outcomes.
  • Work with financial institutions and investors to secure funding for PPP projects.

Contract Negotiation & Risk Management:

  • Negotiate contracts and agreements with public sector entities, private partners, and service providers.
  • Identify and mitigate risks associated with PPP projects, including legal, financial, and operational risks.

Monitoring & Reporting:

  • Monitor the progress and performance of PPP projects, ensuring alignment with business goals and stakeholder expectations.
  • Provide regular updates and reports to senior management on business development activities, project status, and financial performance.

Regulatory Compliance & Governance:

  • Ensure all PPP projects comply with relevant laws, regulations, and governance frameworks.
  • Stay updated on policy changes and industry standards affecting PPP projects.

Requirements:

  • Experience working in a similar capacity for a Developer, PMC or Main Contractor.
  • Proven track record and deep knowledge of the Saudi market.
  • Strong negotiation, analytical, and problem-solving skills.
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse teams.
  • Fluency in English is required.
